I read the debate on hungergamestrilogy's forum...yikes! They had some time on their hands. My official stand on the matter is that the term "dark-skinned" should be left up to the interpretation of the reader. We read for the enjoyment of it, and have the liberty to think of characters as our mind imagines them to be. We shouldn't argue about who's right and wrong. And when the movie comes out, we'll see the casting director's interpretation, or even Suzanne Collins' original intent as she is writing the script and could be involved in choosing the cast. - I have to say it does make sense that they would choose African American actors for Thresh and Rue, just to have a more racially diverse cast. I didn't picture them to be, but who cares?
